The Evaluation of the MOVE project

There were many different components to the MOVE project. One of the first steps of the project was the creation of an Energy Balance. This would provide facts and figures including the energy consumption and emissions data related to transport in the area. With this hard line data, the project partner can decide on which areas to focus on.

 

The Energy Agencies were also required to set up a Virtual Mobility Agency within their agencies and set up a steering group that would help to drive the local projects. Sustainable transport was a new area for a lot of the partners involved in the MOVE project and so training in mobility management was required.

 

Finally, when implementing the local projects, the SUMO methodology was used for the first time. This provided a logical framework for carrying out the project. However, once again, this was the first time many of these partners would use the methodology. 

 

Based on these three large aspects of the project, it was necessary to evaluate

  • The Approach to the Energy Balance
  • The Organisation and Impact of each Virtual Mobility Agency
  • Using the SUMO Methodology

Questionnaires were sent to each of the partners asking them to evaluate the MOVE project in terms of the three topics described above. The results of the questionnaires were collected and evaluated by the Tipperary Energy Agency.

The Approach to the Energy Balance Evaluation Report is divided into 4 different sections. Section 1 describes the method of data collection by the different MOVE partners. Section 2 descibes the different indicators measured and assumptions made by the different partners. Section 3 describes the problems with the data collection. Section 4 describes what improvements could be made to the Energy Balance Approach.

The_Creation_of_the_Virtual_Mobility_Agency.pdf

The Creation of the Virtual Mobility Agency Report evaluates the Mobility Agencies set up within the Individual Energy Agencies in terms of the Mobility Management Training, the Organisation of the Virtual Mobility Agency and the Formation and Impact of the Steering Group. Future Improvements to the creation of a successful mobility agency then concludes the report.

Using_the_SUMO_Methodology.pdf

The SUMO methodology was the process followed for the successful implementation of the local projects. This report describes the individual partner opinion of the SUMO process and the use of the SUMO process in their local projects. The Influence of the External and People-related factors on the results were very important. Finally the training of the SUMO process was evaluated in terms of potential gaps in the training. Finally the learning that emerged as a result of this partner group undertaking SUMO for the first time is described.
