SUSTAINABLE MOBILITY PLAN IN BILBAO

 

BACKGROUND

A new offices Building in Bilbao, owned by the Basque Government, houses from March 2007 five Public Companies of the Basque Government (Department of Industry, Commerce and Tourism and Department of Environment). The companies are: Grupo SPRI, IHOBE, BASQUETOUR, OSATEK and Grupo EVE. These means an overall of 300 employees.

 

OBJECTIVE

Design and apply a Sustainable Mobility Plan for the public companies in the new Plaza Bizkaia Building, oriented to the reduction of the impact derived from:

        - the mobility of the employees to and from their work

        - the activities of the companies

 

EXPECTED RESULTS

         - Energy saving and decrease of the environmental impact

         - Cost reduction for both, employees and companies

         - Reducing parking pressure

         - Improving the access for the employees, freights and visitors

         - Improving health and security

         - Improving the company image

                                                  

                                                

METHODOLOGY

Phase 1. Information and Diagnosis

         - Gather information

                         o Employees’ travel behaviour (questionnaire)

                         o Company resources (audit of travels, parking, fleets     of vehicles, etc.) 

                         o Spatial analysis (accessibility, availability of public transport, etc.)

         - Diagnosis of the collected information

 

Phase 2. Identification of Measures

         - Identification of the potential measures

 

Phase 3. Evalluation and Contrast of Measures

         - Verification of the availability, feasibility and cost/benefit relation of the proposed measures

         - Meetings with different agents to evaluate the capacity (difficulty) to implement the measures

 

Phase 4. Action Plan

         - Detailed document for the implementation of the plan

                         o Definition of objectives and time horizon

                         o Specify actions to reach the planned objectives and scenarios

                         o Identify the resources needed

         - Definition of a communication plan

 

Phase 5. Implemetation

         - Organisation of activities

         - Coordination of initiatives

         - Verification of the services deployment

 

Phase 6. Updating, Monitoring and Evalluating

         - Questionnaire for new employees

         - Periodic surveys           

         - Verify and evaluate the results of the plan
